2. Carpetbaggers are Yankee conservative Republicans who migrated to Southern States like vultures seeking to engage in economic genocide to punish “still guilty” vanquished Southerners following America’s First Civil War.
3. Scalawags are Southerners who “reach out” to do business with carpetbaggers.
Definitions for spiritual aliens are those possessed with America last evil spirits:
1. Carpetbaggers are now Yankee internationalist Republicans who migrate from “Blue States” to Red States like vultures seeking to engage in America last economic policies to exploit Southerners and other Americans in Red States.
2. Scalawags are citizens in “Red States” who “reach out” to do business with carpetbaggers.

America’s “letter of the law” includes both United States Constitution and Bill of Rights.
America’s federal government’s biggest lie is that justice exists for citizens victimized by federal government elected and or appointed employees (which includes all public sector bureaucrats who are appointed by “employment”). Most abusive criminal conduct is by those in regulatory agencies and their federal regulation enforcers.
Barley a half truth, government will offer show trials for civil servants in law enforcement but never subject those in regulatory agencies and federal regulation enforcers to trials providing justice for private citizen victims. Brutal undeniable truth is government bureaucrats carrying out atrocities for agencies like EPA and Obama Care get “passes” for any crimes they choose to commit.
Human nature and natural law will eventually create paths to perceived justice. Consider following:
1. Hate motivated revenge just or not. Example of just hate motivated revenge: following WW II, certain groups targeted Nazi war criminals that escaped Nuremberg Trials; executed the offenders and made their deaths look like suicides. What need to be created in America: private citizens’ due process legal processes solely about justice for private citizen victims of public sector crimes of “spirit of law” and “letter of law”; cases especially targeted should be against regulatory agencies and enforcers for regulatory agencies’. Absolute truth is no such impartial due process legal system neither civil nor criminal exists in contemporary America to provide justice for private sector citizens. Any statement to contrary by any government representative is purely evil lie which serves only government.
Translation: Spirit of law and letter of law concepts require new legal system necessary to not only protect but also provide private citizens justice from abusive government regulatory and regulatory enforcer bureaucrats.
One premise for this writing exercise is spirit of law preceded letter of the law. Spirit of law combines Declaration of Independence which declares existence of specific alienable rights; and citizens’ right to self defense of natural rights from “sovereign” claiming “divine right of kings” in Act of Abjuration in 1581.

Spiritual inspirational genius of America’s founders was to create documents that defined inalienable rights along with letter of law; were presented in such a manner, that “everyday” free will citizens with middle class attitudes could understand Founders’ documents.

This new legal system will not include law enforcement or private citizen issues in civil or criminal courts which already exist. Punishments for convicted public bureaucrats and their accessories will include:
1. employment termination, and never working for or doing business with public sector again;
2. forfeiture of any all benefits and or pensions;
3. additional civil liability financial penalties; and or
4. imprisonment and possible capital punishment.
Supervisors, regional directors, agency directors who are responsible for millions of deaths like Obama Care could be subjected to penalties equaling their crimes.
Arguable position during sentencing of above convicted? If spirit of law came before letter of law; can inverse argument be made about guilty?

America’s federal government’s biggest lie is that justice exists for citizens victimized by federal government elected and or appointed employees (which includes all public sector bureaucrats who are appointed by “employment”). Most abusive criminal conduct is by those in regulatory agencies and their federal regulation enforcers.
Barley a half truth, government will offer show trials for civil servants in law enforcement but never subject those in regulatory agencies and federal regulation enforcers to trials providing justice for private citizen victims. Brutal undeniable truth is government bureaucrats carrying out atrocities for agencies like EPA and Obama Care get “passes” for any crimes they choose to commit.
Human nature and natural law will eventually create paths to perceived justice. Consider following:
1. Hate motivated revenge just or not. Example of just hate motivated revenge: following WW II, certain groups targeted Nazi war criminals that escaped Nuremberg Trials; executed the offenders and made their deaths look like suicides. This new legal system will not include law enforcement or private citizen issues in civil or criminal courts which already exist. Punishments for convicted public bureaucrats and their accessories will include:
1. employment termination, and never working for or doing business with public sector again;
2. forfeiture of any all benefits and or pensions;
3. additional civil liability financial penalties; and or
4. imprisonment and possible capital punishment.
Supervisors, regional directors, agency directors who are responsible for millions of deaths like Obama Care could be subjected to penalties equaling their crimes.

Two American concepts worth recalling are inalienable rights life, liberty, and pursuit of free will; and First Amendment of Bill of Rights, specifically freedom of speech. Many conservative celebrities will not chastise their personal “friends” for publicly supporting individuals trying to destroy conservatives and Tea Party members.
2. Variation of above involves conservative radio celebrities providing formats to legitimize views of those seeking to destroy America’s traditions, values, and principles simply for ratings to generate profits.
3. Other conservatives socially trash conservatives for not being “pure” conservatives. Example when member of evangelical church asked why I did not attend their church; my response was that I did not believe salvation required paying a “middle man” for help; especially when middle man took sizeable cut for his extravagant life style. Politically correct church members started referring to me as heathen sinner.
4. Many conservatives refuse to form coalitions with non-pure believers like some in pro-live movement, and will tolerate zero variations from their “we” have all the answers your free will requires.
5. Variation of this includes organizations limited to single issues who will support purely evil forces so long as they support organization’s agenda. One talent essential for success is being able to separate appearance from reality. Citizen investigation surveillance managers conduct three types of operations: collecting intelligence, finding information and locating people.
Successful security requires recognizing diversionary images. Operations security strategy or tactics should be guided by practical reality not idealism which influences individual consciences. Texas Drifter: Citizen Investigation Specialty Teams

Investigative specialty teams will increase in importance and influence during the future. Specialty teams are more productive and cost effective when using a cell system. The cell management system has been contributing to intelligence gathering for years.
Competing teams can be compared by: training, experience, resources, and motivation. Even best trained, best equipped, and most experienced military in the world is vulnerable if it has lost the will to fight. The same applies to citizen investigation managers and especially their specialty teams.
Specialty teams should generally not exceed eight members. Each member of the team will operate on a need to know basis only, so it is possible that some team members will not know who other team members are.
The participant management specialty team is not resource limited; it takes just as much time to manage individual team members with thousand dollar budgets as individual team members with million dollar budgets.
Since specialty team members may be volunteers dedicated to professional standards, they should not need pep talks. It may be necessary for these people to be reminded of mental discipline and have their skills sharpened during pre operation training.
Private sector specialty teams only have one objective: successfully complete their assignment.
Surveillance managers are solely responsible for avoiding or eliminating motivational distractions that negatively impact team unity, or team performance.
The most important element in managing specialty teams is to never forget that these people are dedicated loyal employees and not slaves. Surveillance managers should never under any circumstances neglect, abuse, misuse, or run these trusted team members into the ground.
Motivation is the tool used to instill their extreme duty attitude into specialty team members. Investigative operations are business assignments not sporting events.
One destroys morale by reducing or eliminating motivation. Creating motivational distractions helps contribute to the motivation reduction process.
This tactic is worthy of consideration when it reduces risks for agents and team members, and simplifies success.
When it comes to selecting team members, know that the smartest, most educated, best trained agents are worthless if they lack personal motives to do the best job they can.
Teams are more than the total number of members. A group of members who do not respect each other are not likely to produce team results. Team unity comes from two components: 1) mutual respect for other members’ ability, experience, and integrity, and 2) mutual admiration. It is easier for team members who genuinely like and respect each other to anticipate the other’s thoughts and actions.
Eight professionals of above average ability who respect and like each other, will consistently perform better than a team of super stars where everybody despises each other.
Professionals in charge need to know that his people are not doing whatever they want to do, but are only doing what their instructions require them to do.
Surveillance company managers are responsible for developing, setting up, using, and upgrading operation training programs. The goal is consistently maintain a calm alert perceptive effective attitude in all situations.
Training requires learning voluntary discipline and commitment. Be advised, education and training without a motivated work ethic are worthless. For example, taxpayers could spend a million dollars per student in the public education system; and get zero return on their investment when a dime’s worth of personal motivation is not provided to the students.
Operation training programs should include two areas: specific individual and specialty team. Basic individual training should include: body intake management; physical conditioning breathing management; mental conditioning breathing management; and special skills refinement.
Specialty team activities include: theory; goals; objectives; rehearsals (virtual reality and actual reality); practice analysis; continuous motivation reinforcement; and post assignment analysis.
Learn that teaching skills which should be instinctive or natural often require as much effort as other training procedures and exercises.
For example, surveillance is one of the first survival skills used by most animals; yet teaching a surveillance survival mentality is no easy task when working with volunteers for whom personal security is a novel concept.
Future studies should pursue the concept of body temperature meals. Drastic changes in food intake can disrupt body metabolism and put a team member out of service. Perhaps future studies will show that hot or cold meals also place unnecessary stress on healthy bodies.
Body temperature acclamation to assignment work site should also be of concern to citizen investigation managers managing surveillance team members. Simple example, it is not wise to take team members who sleep in moderate conditions at night, and stick them in hotels where room temperatures at night can be in the high fifty-degree ranges.
The best trained cannot perform their duties if they are suffering from digestive or respiratory problems.
What is good for team members is also good for participant managers. If team members are required to abide by certain company policies, then team leaders should also abide by the same policies. If team members are required to eat in cheap restaurants and stay in cheap hotels while on assignment; then their citizen investigation leaders should be right there with them.
The concept of royalty management can destroy motivation quicker than most other factors. Consider how much contempt working American citizens have for politicians who exempt themselves from laws they enact on private citizens. Best contemporary example includes private citizens being condemned to community level Obama Care health care services; compared to aristocrats’ health care for politicians and federal employees.
Surveillance team managers who do not wish to be associated with America’s “royalty’” politicians and arrogant, vain, undereducated, ignorant, over paid under worked selfish “royalty” public bureaucrats should manage team members; like the citizen investigation manager would like to be managed if he were a team member.
Another leader action that can destroy morale is not being loyal to team members who are loyal to him. Never change or transfer team members doing their job in the middle of an operation, just to see what happens.
Individual agent and/or team morale; motivation; and motivational distractions should be discussed in greater detail in related classes reviewing training and motivation.
Leaders must identify the point of no return often referred to as “PNR.” The PNR of an investigation, surveillance or undercover operation is a critical time. Once an operation has reached the PNR, there is no opportunity to start over if things go bad.
The citizen investigation surveillance manager as an individual may not enjoy the luxury of having backup. It is important for members of specialty teams to know;
their operation manager is always ready to intervene or serve as a decoy when needed to insure necessary security. This will provide a sense of confidence that helps team members achieve their job.
Another important element of security for specialty teams is the retreat plan. There are two times when you want to get out; once you complete the assignment or once the assignment self- destructs. So it is critical for the surveillance manager to have a backup retreat plan for his team members because they are depending on him to get them in and out safely.
Many citizen investigation management skills circle back around concept of loyalty. Loyalty is probably one of the most important requirements that any professional acting citizen investigator manager can display. Why, because it allows guaranteed discreet sources of communication, and insures integrity of the operation.
Trust in the private sector intelligence industry is generally delegated based on degrees of loyalty. Loyalty should include self, clients, staff, and professional contacts. It is extremely important to never betray the confidence of a source.
Surveillance personnel need to protect the source if the source wishes to be protected. Again, loyalty is one of those areas that many words could be written, but either you will comprehend the concept or you won’t. TRUE or FALSE

Since specialty team members may be volunteers dedicated to professional standards, they should not need pep talks. It may be necessary for these people to be reminded of mental discipline and have their skills sharpened during pre operation training.
Private sector specialty teams only have one objective: successfully complete their assignment.
Surveillance managers are solely responsible for avoiding or eliminating motivational distractions that negatively impact team unity, or team performance.
The most important element in managing specialty teams is to never forget that these people are dedicated loyal employees and not slaves. Surveillance managers should never under any circumstances neglect, abuse, misuse, or run these trusted team members into the ground.
Motivation is the tool used to instill their extreme duty attitude into specialty team members. Investigative operations are business assignments not sporting events.
One destroys morale by reducing or eliminating motivation. Creating motivational distractions helps contribute to the motivation reduction process.
This tactic is worthy of consideration when it reduces risks for agents and team members, and simplifies success.
When it comes to selecting team members, know that the smartest, most educated, best trained agents are worthless if they lack personal motives to do the best job they can.
Teams are more than the total number of members. A group of members who do not respect each other are not likely to produce team results. Team unity comes from two components: 1) mutual respect for other members’ ability, experience, and integrity, and 2) mutual admiration. It is easier for team members who genuinely like and respect each other to anticipate the other’s thoughts and actions.
Eight professionals of above average ability who respect and like each other, will consistently perform better than a team of super stars where everybody despises each other.
Professionals in charge need to know that his people are not doing whatever they want to do, but are only doing what their instructions require them to do.
Surveillance company managers are responsible for developing, setting up, using, and upgrading operation training programs. The goal is consistently maintain a calm alert perceptive effective attitude in all situations.
Training requires learning voluntary discipline and commitment. Be advised, education and training without a motivated work ethic are worthless. For example, taxpayers could spend a million dollars per student in the public education system; and get zero return on their investment when a dime’s worth of personal motivation is not provided to the students.
Operation training programs should include two areas: specific individual and specialty team. Basic individual training should include: body intake management; physical conditioning breathing management; mental conditioning breathing management; and special skills refinement.
Specialty team activities include: theory; goals; objectives; rehearsals (virtual reality and actual reality); practice analysis; continuous motivation reinforcement; and post assignment analysis.
Learn that teaching skills which should be instinctive or natural often require as much effort as other training procedures and exercises.
For example, surveillance is one of the first survival skills used by most animals; yet teaching a surveillance survival mentality is no easy task when working with volunteers for whom personal security is a novel concept.
Future studies should pursue the concept of body temperature meals. Drastic changes in food intake can disrupt body metabolism and put a team member out of service. Perhaps future studies will show that hot or cold meals also place unnecessary stress on healthy bodies.
Body temperature acclamation to assignment work site should also be of concern to citizen investigation managers managing surveillance team members. Simple example, it is not wise to take team members who sleep in moderate conditions at night, and stick them in hotels where room temperatures at night can be in the high fifty-degree ranges.

The concept of royalty management can destroy motivation quicker than most other factors. Consider how much contempt working American citizens have for politicians who exempt themselves from laws they enact on private citizens. Best contemporary example includes private citizens being condemned to community level Obama Care health care services; compared to aristocrats’ health care for politicians and federal employees.
Surveillance team managers who do not wish to be associated with America’s “royalty’” politicians and arrogant, vain, undereducated, ignorant, over paid under worked selfish “royalty” public bureaucrats should manage team members; like the citizen investigation manager would like to be managed if he were a team member.
Another leader action that can destroy morale is not being loyal to team members who are loyal to him. Never change or transfer team members doing their job in the middle of an operation, just to see what happens.

Leaders must identify the point of no return often referred to as “PNR.” The PNR of an investigation, surveillance or undercover operation is a critical time. Once an operation has reached the PNR, there is no opportunity to start over if things go bad.
The citizen investigation surveillance manager as an individual may not enjoy the luxury of having backup. It is important for members of specialty teams to know;
their operation manager is always ready to intervene or serve as a decoy when needed to insure necessary security. This will provide a sense of confidence that helps team members achieve their job.
Another important element of security for specialty teams is the retreat plan. There are two times when you want to get out; once you complete the assignment or once the assignment self- destructs. So it is critical for the surveillance manager to have a backup retreat plan for his team members because they are depending on him to get them in and out safely.
Many citizen investigation management skills circle back around concept of loyalty. Loyalty is probably one of the most important requirements that any professional acting citizen investigator manager can display. Why, because it allows guaranteed discreet sources of communication, and insures integrity of the operation.
Trust in the private sector intelligence industry is generally delegated based on degrees of loyalty. Loyalty should include self, clients, staff, and professional contacts. It is extremely important to never betray the confidence of a source.

Marshall’s Law Dateline – “Communications” is part of Texas Drifter series to assist the citizen investigator in gathering tips, leads, clues, and evidence for future American Domestic War Crimes Trials. Why, too provide justice for America’s unwashed and Americans with middle class attitudes victimized by Obama’s Marxist-fascist policies and Obama’s Republicans’ like (to name few) McConnell, Cornyn, and Boehner’s corporate fascist policies.
Perhaps the skill most taken for granted is the ability to communicate with other individuals. Citizen investigators need to be subtle as they cannot rely on the intimidating factor of law enforcement badges.
Use specific direct language to communicate and avoid glitter language. An example of glitter language is new car dealerships marketing used rental equipment as “program cars.”
Also avoid misusing word meanings in communication efforts. For example, killing feeder trained Whitetail Deer from a tower stand is shooting, not hunting.
Words have at least two common uses: convey specific meanings, or express ideas. Using words to convey concepts is great for creating theory, and since knowledge evolves from theory to accurate empirical descriptions; specific words meanings complete the process.
For example, the specific meaning of conscience is against science (con-science). When used as a concept word, conscience implies emotional choice based on learned guilt. Since governments operate by bureaucratic policies that prevent choice; governments have no consciences; hence conclusion that governments represent anti-Christ.
Assignments involve collecting empirical information for their clients; this is accomplished by making specific word meanings one of their primary tools.
Even though slang represents coarse or undereducated dialect, learn to be able to understand slang so as to communicate with those who cannot converse without slang.
One of the most vital tools is the ability of communication. Communication takes one of several shapes and is determined by strategy.
Communication can seek to gather information from a source, communication can seek to give information to a source, communication can seek to negotiate a settlement with a source, and communication can be used to measure the accuracy of a source’s information.
Approaches to dealing with possibly hostile or threatening contacts are (1) avoid contact, (2) negotiate (3) manipulate to avoid or reduce a threat, (4) warning, (5) neutralize with offensive defense.
The value of mutual understanding in client, staff, and information source relationships has been greatly undervalued in the information collection industry.
If observing from a distance is long distance surveillance, then interviewing should be considered short distance surveillance.
There are four steps to understanding or improving a communication process. The first is to establish rapport and control the level of communication between the two parties.
The second is to talk to not at other individuals. Part of taking to and not at also involves being direct, and expressing circumstances in a non-hostile or non-confrontational manner.
Third, listen to and read the expressions (eye and body movements) of the individual that one is being giving information to, or taking information from.
Fourth, it is important to develop the skill of directly or subtlety verifying the message which is being exchanged.
Conveying the exact message is a precision art and requires an extensive vocabulary and understanding of exactly what each word’s meaning is.
Constant consistent exercise will build and improve knowledge of and command of specific words for specific circumstances in order to improve the transfer of information.
Interviewing; negotiating; and interrogating are different tools.
Interrogation relies on isolation, humiliation, deprivation, and intimidation to obtain forced not voluntary information. Professionals never use inappropriate tools for situation.
Two rules about dealing with potential witnesses: first, never waste their time, and second never approach them with preconceived opinions about their personalities. Some of the most courteous and helpful witnesses are those portrayed as “uncooperative” by clients.
Learn to be an expert in managing relations with hostile, apathetic, dull or scared witnesses. The process starts with being a good listener.
Good interview skills bring out information from people who may be reluctant.
Always remain in control of the interview conversation, while thinking about what the subject is saying. It may be helpful to have the interviewee repeat what was said so that there are no misunderstandings.
Consent recording laws are tools that can facilitate study and review of interviews.
Preparing questions goes a long way in helping conduct a professional interview.
Generally it is better to have the client attorney design and approve a list of questions because attorneys tend to look at work from a different prospective; and questions that may be of interest to surveillance managers or agents may not be of interest to the attorney.
Again, try to get the attorney to provide you with a list of questions to use in your interviews. There are many interview skill classes available, but it is important to be knowledgeable and aware of body movements.
Subtle messages and eye contact, body movements and other things can help both student and scientist of the interview. Interviewing is a crucial tool because generally 90 percent of collateral information originates from personal interviews.
Since teaching requires repetition, this segment cannot be over stressed, learning to continually examine and improve interview techniques. Another component of interviewing is not interrupting the person being interviewed. The more people talk or ramble, the more likely one is to get useful information.
Another technique is to ask or repeat the question in different ways. This is necessary since most people do not know, or have not learned how to answer specific questions.
How many times do people ask a question, and get a totally unrelated answer. Sometimes the cause may be intentional evasiveness on part of the person being interviewed; but most times, it is the respondent’s lack of education of how to respond to direct questions.
Witness statements should be taken sooner, not later.
Times change and so do people’s memory or desire to get involved. Many solid cases have been trashed by neglected opportunity to take a statement and have it notarized. This work becomes routine if the citizen investigator is a state licensed notary public.
Recording voluntary statements helps preserve accurate duplication of witnesses’ comments. Voluntary witnesses should be shown the recorder, explained its use, and asked for permission to record their observations. When dealing with voluntary witnesses, good public relations will increase productivity.
Involuntary witnesses’ comments may be covertly recorded for impeachment purposes. (In “consent recording states”)The foundation of preserving witness testimony is essentially timely documentation be it by overt or covert means.
Unfortunately, many people take it for granted that they are great interviewers. Skills that are not continually updated, polished, examined, or tested tend to lose their sharpness. The productive interview is probably the field agent’s most important skill. TRUE or FALSE
